Risk Assessment Policy
Black Pearl Maritime Security Management Limited takes a risk-led approach to every engagement. No team is mobilised, and no transit through a High Risk Area is undertaken, without a documented risk assessment appropriate to the vessel, the route and the prevailing threat. This policy sets out the principles by which we identify, evaluate and control risk, and it forms an integral part of our ISO/PAS 28007-1:2015 and ISO 9001 management systems. Sound risk assessment is the foundation on which the safety of crews and the proportionate use of our teams depends.
Threat and Risk Assessment
Before each deployment we produce a vessel- and voyage-specific Threat and Risk Assessment. This draws on current intelligence, recognised reporting sources and the latest edition of the Best Management Practices (BMP) for protection against piracy and other threats. We consider the vessel's characteristics — freeboard, speed, manoeuvrability and existing ship protection measures — alongside the route, planned transit speed, season, and the recent pattern of piracy, armed robbery and other unlawful acts in the area concerned.
- Identify credible threats, including piracy, armed robbery, kidnap for ransom, stowaways and the consequences of operating in or near conflict-affected waters.
- Assess the likelihood and potential severity of each threat to the vessel, crew, cargo and our personnel.
- Determine the appropriate response, including team size, whether the deployment is armed or unarmed, and the necessary equipment.
- Define embarkation and disembarkation arrangements, communications and reporting requirements.
- Record residual risk and the control measures relied upon to reduce it to a tolerable level.
Controls and the Hierarchy of Response
Risk is controlled through a layered approach. Passive and procedural measures consistent with BMP — citadels, watch-keeping, hardening and evasive manoeuvring — are complemented by the presence of our security team. Where an armed team is deployed, any response follows a graduated escalation governed by the Rules for the Use of Force, with lethal force reserved as a last resort to counter an imminent threat to life. Operational risk assessments are dynamic: Team Leaders continually reassess the situation as the transit progresses and adjust posture accordingly.
Roles and Competence
Risk assessments are prepared by competent personnel with relevant operational and maritime experience, and are reviewed and approved by management before deployment. The Team Leader briefs the team and, in coordination with the Master, integrates the assessment with the ship's own security plan under the ISPS Code. Every team member has the authority to escalate concerns where conditions differ materially from those assessed.
Review and Continual Improvement
Each deployment is followed by a debrief in which the accuracy and effectiveness of the risk assessment are evaluated. Lessons learned, incidents and near-misses feed back into our threat picture and into the improvement of our assessment templates and procedures, ensuring our methodology keeps pace with the evolving threat environment.
This Risk Assessment Policy is communicated to all operational personnel and reviewed at least annually, and whenever the threat picture or applicable guidance changes significantly.
