Authorisation & Licensing

Lawful operation is the foundation of legitimate maritime security. As a UK-registered private maritime security company, Black Pearl Maritime Security Management Limited conducts its armed operations strictly within the framework of national and international law. Authorisation and licensing are not administrative formalities for us; they are essential controls that protect our clients, our personnel and the wider industry, and they sit at the heart of our ISO/PAS 28007-1:2015 and ISO 9001 governance.

The movement, possession and use of firearms across international waters and multiple jurisdictions is tightly regulated. We maintain the authorisations required for our activities and ensure that every deployment is supported by the correct permissions before it begins.

UK export and trade controls

The export, transfer and trade of controlled goods, including firearms and related equipment, is governed in the United Kingdom by export control and trade licensing legislation administered by the relevant UK authorities. Black Pearl operates in compliance with these requirements, holding and applying the appropriate licences for the controlled activities it undertakes and maintaining records to demonstrate that compliance.

Flag-state approvals

The use of privately contracted armed security personnel aboard a vessel is ultimately a matter for the vessel's flag state, and individual flag states set their own conditions and approvals. We work with shipowners and operators to ensure that the deployment of an armed team is consistent with the requirements of the vessel's flag administration, and that any notifications or approvals the flag state requires are properly addressed.

Floating armoury arrangements

Because firearms generally cannot be carried into or out of national ports, weapons are frequently embarked and disembarked at sea using licensed floating armouries positioned in or near the transit corridors of High Risk Areas. Black Pearl uses reputable, appropriately authorised floating armoury providers and maintains controlled procedures for the embarkation, storage and disembarkation of weapons and ammunition, with full traceability at every transfer.

Weapons import and export permits

The carriage of weapons and ammunition across borders and through intermediate jurisdictions can require import, export and transit permits issued by the relevant national authorities. We plan deployments around these requirements, obtaining the necessary permits and observing the conditions attached to them so that weapons are only ever moved where it is lawful to do so.

Compliance with national and international law

Above the specific licences and approvals sits a clear commitment to operate within the full body of applicable law, including the international legal regime governing the use of the seas, the laws of the flag and coastal states whose waters a voyage may touch, and the inherent legal limits on the use of force. Our Rules for the Use of Force, our weapons procedures and our reporting are all designed to keep our operations firmly within these boundaries.
